This study uses Lovejoy and Saxton's (2012) hierarchy of engagement to analyze how nonprofit human service organizations use Facebook and Twitter to engage stakeholders. Their framework has not been applied to this nonprofit subgroup, and most previous scholarship on this topic focuses on just one platform. We also contribute by drawing on organizational theory to better understand variation in the modes of engagement organizations emphasize. Based on our analysis, we add new subcategories to the hierarchy of engagement. In addition, we find that compared to other nonprofit subgroups examined in previous research, the organizations in our sample placed a greater emphasis on using social media messages to ask stakeholders to take action. We report only modest variations in how organizations were using Facebook and Twitter. Finally, according to our results, resource dependence and stewardship theories help explain the modes of engagement organizations prioritize.  相似文献

This article analyses the genesis of the ISO 45001 standard on occupational health and safety, a new initiative of transnational private regulation. The authors draw a picture of controversy from interviews with stakeholders involved in its design, approval and initial dissemination, and from a qualitative content analysis of the internal documentation of the committee responsible for its approval. Like its predecessors relating to environmental management – ISO 14001 – and corporate social responsibility – ISO 26000 – this new standard raises serious concerns among stakeholders given that it deals with substantive political, social and legal issues.  相似文献

South African municipalities are taking hesitant steps towards institutionalising evaluation practice. This paper explores how evaluation is being institutionalised at a municipal level, looking at both the legislative and regulatory requirements in terms of planning, budgeting, and reporting, as well as opportunities for evaluative practice. A well-established performance management system, coupled with certain constraints to innovation and building an evaluative culture are contributing to the creation of an evaluation function that serves a monitoring purpose. A combination of desktop research and participatory action research was used to understand the municipal practice of evaluation. The results have implications for how decentralised public sector evaluation systems are understood.  相似文献

土地承包经营权是一种有期限的新型物权,合理、恰当地设置其期限,可以稳定农民与土地的关系,进而稳定土地经营权使用者的未来土地收益,有利于规范农村土地流转市场秩序,稳定地实现农民的土地财产性收益。新通过的《农村土地承包法》修订草案对耕地承包期届满后作出“再延长三十年”的修订,需要警惕落入形式化的“长久不变”而掩盖风险,因此要反思“自动续期三十年”背后的原委及可能的调整。从农村土地承包关系及其期限设置的政策与法律变迁着手,论证了“长久不变”并不等于没有期限以及设置“每轮”的政策合理性,并阐述了实践中土地流转需要的差异性、变动性与土地承包经营权期限设置的不匹配困境,凸显法律“适当调整”的必要性。将“长久不变”由“土地关系”的调整转向“土地利益”的调整,土地利益协调由形式公平转向实质公平,这直接体现出“适当调整”以均衡土地利益关系来回应“长久不变”的实质性与精准性。最后,从确保我国农村土地承包关系实质“长久不变”的层面提出了“确保大稳定”“预期小调整”的优化路径。  相似文献

This article examines the dramaturgical challenges of doing boundary work for a group of college women living with non‐college women at an overcrowded rental. To regulate tenant conduct and maintain their sense of self‐worth, the college women engaged in defensive othering and constructed their identity as “high‐quality” people on the basis of their characterization of their less‐educated roommates as “low‐quality” people. Their strategy of gaining self‐worth at their roommates' expense violated basic rules of social interaction that require participants to give face to gain face. This study shows that, in addition to weakening group solidarity and reproducing social inequalities, defensive othering also undermines subordinates' effort to gain self‐worth in the co‐presence of other subordinates. Maintaining the performance of infrastructure-dependent systems in the face of surprises and unknowable risks is a grand challenge. Addressing this issue requires a better understanding of enabling conditions or principles that promote system resilience in a universal way. In this study, a set of such principles is interpreted as a group of interrelated conditions or organizational qualities that, taken together, engender system resilience. The field of resilience engineering identifies basic system or organizational qualities (e.g., abilities for learning) that are associated with enhanced general resilience and has packaged them into a set of principles that should be fostered. However, supporting conditions that give rise to such first-order system qualities remain elusive in the field. An integrative understanding of how such conditions co-occur and fit together to bring about resilience, therefore, has been less clear. This article contributes to addressing this gap by identifying a potentially more comprehensive set of principles for building general resilience in infrastructure-dependent systems. In approaching this aim, we organize scattered notions from across the literature. To reflect the partly self-organizing nature of infrastructure-dependent systems, we compare and synthesize two lines of research on resilience: resilience engineering and social-ecological system resilience. Although some of the principles discussed within the two fields overlap, there are some nuanced differences. By comparing and synthesizing the knowledge developed in them, we recommend an updated set of resilience-enhancing principles for infrastructure-dependent systems. Abstract

The notion of ‘project delivery’ is well embedded in and across the management and organizational sciences literature – generating a narrative that reflects and recognizes the instrumental nature of projects and programmes in strategy execution. Project management, as a distinct and well-established body of research enquiry, has increasingly sought to focus our attention on the impacts of complexity, risk and uncertainty in projects; the corollary being a desideratum to strengthen our theoretical understanding of how insight and learning from projects may influence improvements to organizational efficiency. The wider literature suggests that organizational learning remains a challenging proposition, particularly in the context of organizations operating in environments of high complexity. In this paper, we enhance the conversation on organizational learning through a series of case studies, generating evidence of thirteen ‘learning modes’. The paper proposes that mature organizations tend to exhibit a greater number of learning modes and that there is a tendency to capture and socialize knowledge with a greater emphasis on the context of the learning situation rather than the learning artefact in isolation. The empirical evidence gathered in this paper forms the basis of a capability model, characterized by the thirteen modes of learning. The model intimates that learning occurs, and is more effective, when knowledge and information are enacted in practice through the learning modes which form a nucleus of the organizational learning capability. The research concludes with a 'call to action' that emphasizes the strategic importance of learning practices and routines in project oriented-organizations.  相似文献

Decision making in food safety is a complex process that involves several criteria of different nature like the expected reduction in the number of illnesses, the potential economic or health-related cost, or even the environmental impact of a given policy or intervention. Several multicriteria decision analysis (MCDA) algorithms are currently used, mostly individually, in food safety to rank different options in a multifactorial environment. However, the selection of the MCDA algorithm is a decision problem on its own because different methods calculate different rankings. The aim of this study was to compare the impact of different uncertainty sources on the rankings of MCDA problems in the context of food safety. For that purpose, a previously published data set on emerging zoonoses in the Netherlands was used to compare different MCDA algorithms: MMOORA, TOPSIS, VIKOR, WASPAS, and ELECTRE III. The rankings were calculated with and without considering uncertainty (using fuzzy sets), to assess the importance of this factor. The rankings obtained differed between algorithms, emphasizing that the selection of the MCDA method had a relevant impact in the rankings. Furthermore, considering uncertainty in the ranking had a high influence on the results. Both factors were more relevant than the weights associated with each criterion in this case study. A hierarchical clustering method was suggested to aggregate results obtained by the different algorithms. This complementary step seems to be a promising way to decrease extreme difference among algorithms and could provide a strong added value in the decision-making process.  相似文献
